Send email through ACS with recipient and content fields.
Call POST /notifications/email with the Ocp-Apim-Subscription-Key header and a JSON body containing one or more to recipients, subject, and htmlContent. plainTextContent is optional. APIM adds the configured sender and reply-to address, sends through Azure Communication Services Email using managed identity, and returns the ACS status code with no response body.
